I'm not sure what the max speed rating would be on the belt it's self but most beltsanders that I have used are 1400-1500 ft/min max speed. If you bought new belts then they may have a max speed on the package but if not I'm sure you could contact the co. and they could tell you, espeacially if they are a high quality belt.
The most useful change I made to my grinder (as a non knife maker) is to start off with a large enough drive pulley. At max rpm on the motor I have a best speed of 6500 sfm, and frankly a bit more RPM and HP would be even better. 2HP on a 2" belt is pretty marginal, 3HP is adequate, probally no such thing as too much HP.
